  • Foster Program - Behavior Agreement

    1. Animal Handling & Supervision

    • No off-leash time in unsecured or public areas, i.e. any area not securely fenced or enclosed (even if the pet is normally good off-leash).
    • Fosters agree to never use physical punishment or harsh corrections.
    • Animals are never to be left unsupervised with young children. Fosters must supervise interactions between foster pets and children or other animals.
  • 2. Behavioral Observation, Reporting, Training and Enrichment

    • Fosters agree to observe and report behaviors like aggression, extreme fear, or destructive habits.
    • Fosters are encouraged to provide photos and videos to help provide better and detailed advice.
    • Reporting of any incidents (e.g. bites, escapes, injuries, or major behavior regressions) is required
    • Do Not Attempt behavior correction of aggressive behaviors without guidance from TAF team
    • Fosters agree to follow recommended training or enrichment protocols (positive reinforcement, crate training, etc Use of tools like Kongs, food puzzles, or training games is encouraged.
    • Fosters agree to use recommended safety equipment (e.g. martingale collars, front-clip harness, gentle leader) when recommended by the behavior or foster team.
  • 3. Health and Safety

    • Fosters agree to monitor for signs of illness (e.g., coughing, sneezing, vomiting, lethargy, lack of appetite) and report these signs promptly to TAF Foster team members.
    • Any medical emergencies must be reported immediately using the foster contact information provided.
    • Fosters will not medicate animals without TAF's explicit instruction, including over-the-counter items.
    • Quarantine periods (minimum 24 hours) must be respected unless otherwise advised.
  •  4. Resource Awareness

    • I will be mindful of potential resource guarding, especially with food, toys, or high-value items.
    • I agree to feed all dogs separately and supervise closely during treat or toy time to avoid conflict.
  • 5. Decompression & Advocacy

    • I will follow the 3-3-3 Rule: understanding that a dog typically takes 3 days to decompress, 3 weeks to settle in, and 3 months to fully feel at home.
    • I will give my foster dog space to adjust and avoid overwhelming them with new experiences.
    • I will read and respect their body language, advocating for their comfort and safety in all situations.
    • I will never force interactions and will allow the dog to approach people or animals at their own pace.
  • 6. Introductions & Socialization

    • I will not allow on-leash greetings with unfamiliar dogs, as these can easily become tense or unsafe.
    • I will only introduce my foster dog to other dogs using slow, controlled, and approved methods.
    • I agree to never take my foster dog to a dog park under any circumstances.
  • 7. Car Safety & Transport

    • I will always use a crate or dog seat belt for car transport.
    • If transporting two dogs at once, I will crate at least one of them to prevent conflict or injury.
    • I will never allow dogs to ride loose together in a vehicle.
  • 8. Home & Yard Safety

    • I will not allow my foster to be off-leash in an unenclosed area, as they may be at risk of running away.
    • I understand that newly fostered dogs may bolt, even from a yard, and I will take precautions, including 
      • Having them drag a leash in the home or yard during the first few days.
      • Supervising all outdoor time, even in a fenced area.
  • 9. Public Interaction

    • Fosters should use care and best judgment when introducing foster animals to new environments and interacting with people and animals outside their home. Fosters should err on the side of caution when situations arise, for the safety of themselves, their animals and others around them.
  • 10. Prohibited Actions

    • No use of shock, prong, or choke collars without express written permission of TAF team members.
    • No use of aversive training techniques without express written permission of TAF team members (e.g. yelling, spraying with water, etc.)
    • Foster agrees not to leave tethered animals unattended in any setting, including yards or patios.
    • No taking foster animals to dog parks or other high-risk environments without express written permission of TAF team members.
  • 11. Safety & Liability

    • Foster agrees to follow all safety protocols to prevent escapes, bites, or injuries.
    • Foster acknowledges that behavioral incidents (e.g., bite history, reactivity) must be disclosed accurately to potential adopters and TAF staff, and failure may result in removal from the program.
    • Foster understands that failure to follow behavior protocols may result in removal of the animal as well as suspension or removal from participation in the Foster program at TAF.
  • 12. Support & Communication

    • Foster agrees to communicate regularly with the foster team members as well as any other TAF team members that they are in contact with.
    • Foster agrees to make reasonable efforts to respond to communications from the TAF team within 24 hours when possible, especially regarding health or behavioral concerns.
  • 13. Confidentiality & Representation

    • Foster agrees not to misrepresent the behavior of the animal on social media or to potential adopters (e.g., claiming "good with all dogs and children" without confirmation.)
    • Fosters are encouraged to speak positively but honestly about behavior progress.

  • Foster Program Agreements

    Please read each paragraph carefully and initial to indicate that you understand and agree.

     I agree to promptly answer all written communications from TAF and to keep TAF apprised of any material changes to the animal(s) fostered. Although TAF often provides foster families with certain animal necessities (e.g. food), I understand and agree that it is ultimately my sole responsibility (including expense) to provide all necessary sheltering and supplies for the fostered animal. I understand and agree that I will return the fostered animal(s) at the agreed upon time; however, if I desire to extend the fostered time, find the animal an adoptive home, or adopt the animal myself, I will immediately inform TAF via email to foster@theanimalfoundation.com to make further arrangements. I understand that my failure to return any animal(s) to TAF by the agreed date will be deemed an attempt to steal the animal(s), will preclude me from fostering with TAF in the future, and will be pursued to the greatest extent allowable under the law.


    I understand and acknowledge that all foster animals remain the property of The Animal Foundation until an adoption has been approved and documented by The Animal Foundation. As such, I agree that The Animal Foundation can ask for the return of this/these animal(s) at any time, with or without cause, and may unilaterally determine to terminate my participation in the foster program without recourse. Further, I agree to not rehome or relocate the fostered animal(s) without TAF’s prior written approval.

  • I understand and acknowledge that TAF has very limited information regarding the animal(s) it makes available for fostering and does not make any warranty as to age, health, breed, habits, temperament, and/or disposition. Therefore, although TAF does not offer for fostering any animal(s) known to it to have unreasonable safety risks, factors such as the personality of the animal(s), the level of handling experience a person has in handling that type of animal (including myself), and the unpredictable nature of animals pose a certain level of risk beyond the control of TAF’s that I am willing to accept.  I understand and acknowledge that there can be no guarantee that this—or any—pet(s) placed into foster care will be safe around other animals or humans.

  • I agree that I will bring the animal(s) to TAF for scheduled appointments so that TAF can provide the animal(s) any needed preventative care, vaccinations, emergency care, and/or routine health checks. Further, I understand that if I bring the animal(s) to any veterinarian for the aforementioned services and incur expenses that TAFwill not reimburse me. I understand that TAF will not reimburse me for any expenses incurred at any veterinarian’s office or other animal hospital other than its partner, the Las Vegas Animal Emergency Center is located at 3340 E. Patrick Lane, Las Vegas, Nevada 89120, which reimbursement will be determined in TAF’s sole and exclusive discretion. In the case that I take the animal(s) to any veterinarian’s office or other animal hospital, I agree to promptly provide all medical records of services performed related to the animal(s) to TAF in electronic form by emailing them to foster@animalfoundation.com. Should any of the animals that I am fostering die for any reason, I understand that I must immediately notify TAF via email to foster@animalfoundation.com and return the remains to the shelter.

  • I understand and agree that when outside the home, I will secure any dogs by a leashand any cats by secured carrier. I further agree that, while outside the home, the animal(s) will remain under the care and supervision of a responsible adult. I understand and agree to not allow the animal(s) to run at large or become a public nuisance, and that the animal(s) collar must not be removed at any time outside of the home. For the safety of all parties, interactions between the fostered animal and children or other animals must be supervised by a responsible adult at all times. I understand and acknowledge that I am prohibited from bringing my foster dog(s) to any off-leash sites, such as dog parks or animal day care facilities.

  • I understand that although the animal remains TAF’s property until adopted, TAF is not responsible, financially or otherwise, should current household members (including pets) be exposed, injured, or infected with any medical condition, as I have taken on the animal(s) understanding that TAF may not have the animal(s) full medical history. Although TAF carefully screens animals for foster placement, it makes no guarantee relating to the health, behavior, or actions of the animal(s). The Animal Foundation strongly recommends that you quarantine your foster animal(s) in your home away from other family pets so as to protect both in the case of zoonotic diseases that are transmissible yet asymptomatic, as well as to prevent any mishaps between them. Please keep all foster animals in a space that is easily disinfected, such as a bathroom or laundry room, in order to help facilitate the disinfection process after a foster has left the home, as well as to prevent diseases from persisting in the environment. I receive the foster animal(s) at my own risk and can reject the foster placement or return the animal(s) if I am unable or unwilling to provide the necessary care.

  • BASED ON THIS UNDERSTANDING, I HEREBY AGREE TO INDEMNIFY AND HOLD HARMLESS TAF, ITS BOARD, OFFICERS, AGENTS, EMPLOYEES, AND VOLUNTEERS FROM ANY AND ALL KIND OF LIABILITY FOR INJURY OR DAMAGE WHICH MYSELF, MY FAMILY, MY GUESTS, AND MY ANIMAL(S) MAY SUFFER ARISING OUT OF MY FOSTERING THIS/THESE ANIMAL(S), WHETHER DIRECTLY OR INDIRECTLY CAUSED BY THE ANIMAL(S). I EXPRESSLY ASSUME ALL THE RISKS ASSOCIATED WITH CARING FOR THIS/THESE ANIMAL(S), INCLUDING WHETHER THOSE RISKS ARE PATENT, LATENT, OR UNMITIGATED, AND THE DAMAGE FLOWING THEREFROM, INCLUDING FOR INJURY OR ILLNESS. I HEREBY WAIVE AND RELEASE TAF AND ALL TAF PERSONNEL FROM ANY AND ALL KIND OF LIABILITY FOR INJURY OR DAMAGE MY ANIMAL(S) OR I MAY SUFFER WHILE AT TAF’S PROPERTY.

  • I agree that any photos, videos or information shared are able to be used for promotional purposes for the shelter, as well as for the express purposes of finding your foster animal a permanent placement. I agree to share this information as soon as possible in order to help find permanent placement as soon as possible.

  • I agree to foster animals solely for TAF, unless I receive prior written approval. If fostering for another organization simultaneously, I agree to keep animals from each organization completely separated at all times to prevent the spread of illness or injury, and to ensure proper care standards are met.

  • I confirm that I am at least 18 years of age. I agree to abide by all rules and regulations of the program; failure to comply with the terms of this agreement will result in revocation of fostering privileges.

  • If communication attempts from The Animal Foundation are not responded to within 45 days, your foster animal(s) will be considered 'Adopted in Foster Care' and all care will be assumed by the Foster. This status may impact your ability to foster or adopt in the future with The Animal Foundation or other organizations in the Las Vegas Valley. Animals unaltered or not having received the proper vaccinations may be subject to penalty by Animal Protection Services.

  • I hereby certify that all information I have provided in this foster application and agreement is true and complete to the best of my knowledge. I understand that providing false or misleading information may result in my disqualification from participating in the foster program or the removal of any animals currently in my care. I agree to promptly notify The Animal Foundation of any changes to the information I have provided.
